Oak Lodge is situated between Milwaukie to the north, Gladstone to the south, the Willamette River to the west and the Oatfield Ridge to the east. The boundary for the study area was chosen because we wanted to ensure we were including the unincorporated areas by following the boundaries of the existing Oak Grove Community Council and Jennings Lodge Community Planning Organization--the area’s two urban planning engagement committees as designated by Clackamas County. We also wanted to respect the Urban Growth Management Area (UGMA) boundaries, which the cities of Milwaukie and Gladstone plan to annex some day. The majority of the study area (aside from a portion of Jennings Lodge, which we included with permission to keep their Community Planning Organization intact) is unincorporated without any future plans to be annexed by either of the surrounding cities.
Project History
In the spring of 2020, the OLGP steering committee submitted a grant application to Metro seeking funding for an economic and governance analysis of Oak Lodge. You can read that grant application here.
In October 2020 our grant request was approved, and we moved towards developing a relationship with the consultant team at ECONorthwest. You can read the scope of work document here.
Over the next few months, we gathered community feedback about the scope of work, specifically about questions local residents wanted addressed in the study. In December, we had a recorded Zoom meeting with the ECONorthwest team, presenting the collected community feedback. You can watch that meeting here.
